On February 21, 2017 the Public Council’s High-Rise Construction Commission under the Ministry of Construction, Housing and Utilities of the Russian Federation held its first extended meeting.
The meeting was attended by some representatives of the Russian Ministry of Construction, members of the Public Council and external experts.
The meeting participants have discussed the Ministry of Construction’s 2017 plan to develop and approve the rules and regulations for high-rise construction.
According to the plan, the following regulations are to be developed and approved before the end of 2017: Footing Construction for High-Rise Buildings and Structures. Construction Regulations; High-Rise Buildings and Complexes. Operation Regulations; High-Rise Buildings and Complexes. Fire Safety Regulations; High-Rise Buildings and Complexes. Territory Planning and Development.
The meeting focused in detail on fire safety regulations for high-rise construction. This set of rules should provide for constructive solutions regarding safe fire evacuation, thus making it possible to have fewer special fire safety specifications in place.
The meeting has resolved to create a list of regulations to be discussed at Commission meetings, and further on to present the resultant proposals to the Russian Ministry of Construction.
It has been resolved to form specialized expert working groups for ensuring active cooperation with the parties implementing the regulations.
